OPEN air drinkers made Lurgan the thirstiest town in the borough in 1991.
Almost three times as many people were cautioned by police for drinking in public places than in Portadown.
Fifty seven people in Lurgan were cautioned compared to only 19 in Portadown and nine in Brownlow.
Sub Divisional Commanders reported there had been an improvement in the situation since the introduction on the new bye-laws prohibiting the consumption of intoxicating liquor in designated areas.
However they explained that it would take some time to establish if there was to be a movement of habitual drinkers to other locations.
They felt the real test of the effectiveness of the legislation would come during the summer months.
